The mid-1990s were a challenging period for Watford as the club struggled to regain its place in the top division, a position it had enjoyed so much in the previous decade. Seasons under managers Steve Perryman and Glenn Roeder typically ended in the lower half of the second division, as the club dealt with the loss of influential players like David James, Paul Furlong, and Bruce Dyer to Premier League sides.

The 1994-95 season, however, was more optimistic, with the goals of new signings Craig Ramage, Tommy Mooney, and Kevin Phillips helping the club finish just outside the playoff places, despite being early relegation favorites.
